Independent Bid Proposal Review
A fresh set of eyes before your government response goes out the door.
When your team has spent weeks working on a response, it can become harder to see what is missing. A requirement may be overlooked, a claim may need stronger support, or an assumption may create problems when the work begins.
T & C Trust reviews your solicitation and the response materials you provide for alignment, overlooked requirements, blind spots, and potential contract or performance risks.
$297 flat fee for the standard review · Written report · No meeting required
For a Specific Government Opportunity
This service is for companies pursuing a specific federal, state, or local government opportunity, either as a prime contractor or a subcontractor. It provides an experienced outside perspective on the documents your team is working with.
You may have a complete draft, selected response sections, or materials still in development. If you only have the solicitation, explain that in your intake request so we can determine an appropriate scope. Response alignment can only be reviewed where response material is provided.
Start with the intake form. It helps us determine whether your request fits the standard Independent Bid Proposal Review before you submit the document package or pay.
What the Review Looks For
- Response alignment: Does your material address the instructions, mandatory requirements, and evaluation criteria? Are important sections, attachments, or supporting facts missing?
- Scope and delivery: Are deliverables, staffing, reporting, transition, security, or integration requirements being underestimated?
- Company and opportunity alignment: Do the materials support your stated capabilities, past performance, resources, and proposed approach?
- Contract and performance risks: Which clauses, flow-down requirements, subcontracting responsibilities, modification procedures, or cure and dispute provisions deserve attention?
- Pricing structure exposure: Are there unsupported assumptions or risks created by the contract type? This is not a pricing audit.
- Blind spots and unanswered questions: What should your company clarify or address before submission?
The review focuses on the submitted documents and the agreed scope. It gives your team specific issues to examine and resolve.
What You Provide
After your initial request is screened, you will receive a packet questionnaire and document-submission instructions. Depending on the opportunity, the materials may include:
- The current RFP, RFQ, solicitation, or contract document.
- The Statement of Work (SOW) or Performance Work Statement (PWS).
- Amendments, attachments, exhibits, instructions, and evaluation criteria.
- Applicable clauses and flow-down requirements.
- Your draft response or proposal sections, if available.
- Company materials directly relevant to the response.
- Specific written questions or concerns you want examined.
You are responsible for providing complete, current materials relevant to the review. Findings depend on what is supplied; requirements or amendments that were not provided cannot be assessed.
What You Receive
You receive a written T & C Trust Independent Bid Proposal Review with findings tied to the materials examined. The report normally includes:
- What I Reviewed: The solicitation and company materials examined.
- Alignment Observations: Where the response and supporting materials align with the requirement.
- Items That Need Attention: Omissions, inconsistencies, unclear areas, or requirements that may not be fully addressed.
- Potential Contract or Performance Risks: Issues that could create difficulty if your company wins the work.
- Questions the Company Should Resolve: Matters to answer internally before submission.
- Overall Observations: The most important findings and priorities.
Red, yellow, or green indicators may be used for individual findings when helpful. They indicate the attention an issue deserves; they are not an overall score or a prediction of award.
How the Process Works
- Submit your intake request. Tell us about the opportunity, the materials available, your deadline, and your concerns. No payment is collected at this stage.
- Complete qualification and submit documents. If the request is appropriate, we send the questionnaire and document instructions. We may request missing information before confirming the scope.
- Receive the agreement and payment link. Once sufficient information is received and the document package fits the standard service, we confirm the scope and send the service agreement for signature and the $297 Stripe payment link.
- Sign, pay, and confirm the review. Work begins after the signed agreement, payment, and all materials required for review are received.
- Receive your written findings. The report is normally delivered by email within two business days after the signed agreement, payment, and all required materials are received. If additional time is needed, you will be notified promptly.
Include your response deadline in the intake form so we can assess whether the review can be completed in time. No introductory presentation or advisory meeting is required.
Fee, Scope, and Follow-Up
The standard Independent Bid Proposal Review is $297. The fee covers a reasonable volume of materials for a standard review. Document volume and complexity are evaluated before work begins. If the package requires a broader scope or different fee, you will be notified and may choose whether to proceed under a separate agreement.
This service does not include proposal rewriting, legal or accounting advice, cybersecurity certification, an award guarantee, or an instruction that your company must or must not bid. Your company remains responsible for its submission, pricing, representations, compliance obligations, business decisions, and contract performance.
After delivery, you may email reasonable factual clarification questions about the written findings. New documents, additional analysis, proposal rewriting, and broader consultation require a separate engagement with an agreed scope and fee.
Give Your Response an Outside Perspective
If your company wants an experienced second set of eyes before submitting its response, start with a brief intake request.
Your request will be reviewed for fit. Submission does not confirm acceptance or begin a paid review.
